Job Description

Exciting position developing and implementing acquisition and contracting policies across the National Reconnaissance Office (NRO). As a member of the office of contracts policy team, you will assist the customer in making policy changes impacting acquisition and contract management. Pardus Policy Advisors work alongside the Government as one cohesive team in a collaborative environment. As such, you must be comfortable and confident working with senior level customers and possess excellent interpersonal skills. Understanding Intelligence Community processes is a bonus and will help you to excel in the position.

Policy Advisors work activities include the following:
• Assisting the customer in identifying necessary policy changes based on Federal Acquisition Regulations (FAR) changes; and in response to Presidential, and Congressional directives
• Identifying agency-specific impacts to higher level changes in IC policy and internal NRO process changes
• Documenting policy and ensuring policy flow-down throughout the NRO Acquisition Manual (NAM), policy notes, and Notice to Industry Partners (NOTIPs)
• Work shoulder-to-shoulder with the customer to ensure FAR and NAM compliance for new and existing acquisitions
• Review of draft RFP and internal acquisition documents
• Assisting Contracting Officers on policy related matters
• Prepare briefings and white papers
• Occasional support to training team by developing and delivering specialized training

Requirements

Required skills for the Policy Advisor position are as follows:
• Ability to quickly adapt to role and make contributions immediately
• Expert knowledge of the FAR
• Knowledge of IC acquisition processes, trends, and constraints
• Candidate must possess a security clearance at the TS/SCI level with a CI polygraph

Desired skills include the following:
• Prior government contract management experience which may include experience as a contract officer, contract specialist, or contracts administrator
• Familiarity with IC budgetary and contract management processes
• Knowledge of NRO acquisition processes and the NAM
• Experience with various types of contracting methods to include OTAs
• Knowledge of NRO processes and mission
• Passion for federal policy is a plus
